Building a home in South Africa? One critical step you cannot afford to overlook is House Enrolment with the NHBRC (National Home Builders Registration Council). This isn’t just a formality, it’s a legal requirement under the Housing Consumers Protection Measures Act (Act No. 95 of 1998) to protect you as a homeowner and ensure that your home is built safely and compliantly.
To make this process seamless and avoid unnecessary delays, understanding what documentation is required is essential. At Shumba Engineering Services, we make this journey effortless by preparing all the critical engineering certificates and compliance documents needed for successful house enrolment.
What is House Enrolment?
House enrolment is the formal registration of a home-building project with the NHBRC. It must be completed before construction begins, whether you’re building a brand-new home or making major renovations.
The NHBRC uses this process to:
- Assess your project’s compliance with national building standards
- Monitor construction quality and structural safety
- Ensure builders and engineers are held accountable for compliance
“No home builder may commence the construction of a home unless that home is enrolled with the NHBRC.” — Housing Consumers Protection Measures Act, Section 10

Required Documents for House Enrolment
To successfully enrol your home with the NHBRC, you’ll need to provide the following documents:
- Proof of Builder Registration with NHBRC: Only a registered home builder can apply for house enrolment. If you’re an owner-builder, additional application steps may apply.
- Municipal-Approved Building Plans: Your local municipality must approve your architectural plans before construction begins. Per the National Building Regulations and Building Standards Act (Act 103 of 1977), all construction must be approved by the local authority before commencement. → National Building Regulations – SA Gov
- Engineer Building Certificate: Issued by Shumba Engineering Services’ registered engineers (ECSA-accredited), this document certifies that your foundation, slabs, and load-bearing elements are structurally sound and meet SANS 10400 standards.
- Roof Certificate (if applicable): For homes that have progressed to the roof stage, a Roof Certificate issued by Shumba Engineering Services’ structural engineers may also be required.
- Proof of Ownership or Title Deed: Confirms your legal right to build on the land. A signed offer to purchase may be accepted in some cases.
- Enrolment Fee Payment: This is calculated by the NHBRC based on your project value and must be paid before enrolment is finalised.
